Locke was sports editor of the Pittsburgh Press for ten years until 1903, when he was named secretary of the Pirates. In January 1913 he headed a group including W.F. Baker and Governor Tener of Pennsylvania that bought the Phillies. He was named president but died suddenly on August 14 of that year.
